It is a figure in which construction is done in accordance with the sense rather than the syntax

In it often a collective noun (such as group, committee, crowd, jury, clergy, etc)  is considered to be consisted of individuals rather than treated as a unit,  Once popular in old languages,  it is now regarded as a blemish of style.

Examples :

1.

The groups are found busy making replies to their complaints

2.

And aggravate my folly, who committed,

To such a viper his most sacred trust

Of secrecy, my safety and my life (Milton)

3.

God sent her to debase me [i.e.,God sent her, and she came to debase me]
