It is a figure by which attention is fixed on a subject by pretending to neglect it. It is also spelt as Paralipsis. Its another name is Apophasis.

In it the writer or the speaker mentions something by denying that it will be mentioned. 

Examples :

1.

I come to bury Caesar, not to praise him (Shakespeare) 

2.

I will not remind you of the following instance of his heroism.

3.

I will not speak of his generosity.
